The ECX team brings a strong commitment to enabling broadband and human service access to all Americans. We have a broad range of technical, program, financing, government, relationship management, and marketing skills needed to successfully fulfill our mission.

Bill brings expertise in large scale program development, government grants and contracts, and social equity to ECX. Bill is a former senior federal government executive and published management expert.

Ed is the inventor of the STARS and FRAPD methodologies and the architect of the ECX hybrid broadband Services Delivery Platform. Ed has extensive solution development, program management, and commercial management experience with major and entrepreneurial telecommunications providers.

David is a recognized expert in creating transformational change across huge and diverse organizations. David's experience identifying and leading visionary technology shifts in both the public and private sectors and deep connections help ECX quickly build key partnerships.

Atikem brings decades of broadband infrastructure, engineering, operations, and finance experience to ECX. Atikem helps ECX navigate government funding requirements and private investor expectations.

Richard brings experience successfully deploying hybrid broadband solutions to challenging locations with complex governance and economic challenges. Richard provides robust program design and oversight capabilities to ECX

Jeff is a serial entrepreneur and investor with experience helping technology startups from inception to profitability. Jeff helps ECX to identify and build necessary industry and government relationships and to develop ECX marketing and communications strategies 

Mike has successfully grown both technology and services business and is an expert in government programs. Mike helps to operationalize and scale ECX and to ensure ECX is producing measurable mission impact and financial performance.
